- Eva Levante sells quite a large number of these Emblems.
- Tower Factions will net you another 18 and Vanguard Leaders can provide a few for each class.
- SRL and Raids hold another chunk of Emblems.
- Completing the Sub-Class quests for the Crucible nets another 9.
- Lastly, there's a large number of Promotional Emblems that should help bolster your numbers.
