The House of Judgment is a Fallen house. It is a very old House, having existed since before the Fallen cataclysm known as the Whirlwind. The House of Judgment had kept the peace in the past, but after the splintering of houses it was forced to live on the good graces of the other houses, obeying the Kells and worshiping the Prime Servitors. Likewise, when the House of Wolves fell to the Reef, the House of Judgment survived by swearing fealty to its Queen.
