Juggler

Juggler is a Skull difficulty setting for Story Missions and Strikes. It causes the enemies to not drop any ammunition.

How to get enemies to drop Heavy Ammo: 1. Shoot rocket at mob from distance 2. Switch to primary immediately before rocket hits

3. Watch it rain purple ammo (or be smited by the RNGod of Ammo)
