The hit box when firing from the hip isn't directly in the center of the reticle but on the bottom hash of the reticle. So aim slightly higher.

Vestian Dynasty is a level 20 Legendary Sidearm. Vestian Dynasty can be acquired by completing A Kell Rising, the first Story Mission in House of Wolves. After completion of the mission, players can purchase the item from Petra Venj for 150 Vanguard Marks.
