The buff stacks up to 3 times refreshing on each precision kill, even if you already have 3 stacks. Each stack gives +20 to Reload. If your weapon reaches the reload stat cap, the upgrade gives +5% / +10% / +15% bonus to reload beyond the cap for each stack you have at the cap. Chain of Woe additionally grants +1 Recovery.
