However there has been some talk about it being obtained by makeing 1000 headshots in the Crucible, upgrading your Dead Orbit faction rank or getting it through Crota's End. It has not been obtained by anyone on known record.
The look of the shader looks like the shader given out to people for pre-ordering The Taken King expansion. You will get this shader, an emblem and a Sparrow. To get those bonuses you must have a level 30 character OR own both expansions.
