The survivors, however, appear to have been radically changed. Since the [[Collapse]], Jupiter (and possibly the other outer worlds) have been governed by the [[Nine]]. The Nine seem to be interested in Human civilization and the [[Traveler]], prompting them to send [[Xûr, Agent of the Nine]], to the [[City]] as their emissary.
